Tampa Bay’s Winner and Loser of the Week

Winner: Connie and Tony Leung. They donated $1 million to USF to start the Leung Family Scholarships, which will support southern Hillsborough County high school graduates with a minimum of four $10,000 scholarships per year. In 2009, the Leungs established the Leung Global Experience Scholarship at USF.

Loser: Tampa City Council. Three weeks after passing a controversial new noise ordinance, the Council already has wheels in motion to repeal the rule that bans any amplified sound after midnight from bars and restaurants in Ybor City and the Arena District. Council members said they were too hasty in passing the ordinance.
