Winner: Cleaner EnergyTampa Electric donated $5 million to the Clean Energy Research Center in USF’s College of Engineering to develop energy technologies that reduce carbon.

Loser: Ken Welch. St. Petersburg’s Mayor is facing the first crisis of his administration, and it’s a doozy following the resignation of Deputy Mayor Stephanie Owens.

Her departure followed the abrupt resignation of Communications Director Janelle Irwin Taylor. In her resignation letter, Taylor complained Owens created a “hostile work environment” complete with bullying.
