Loser: Hillsborough school students. With the new school year upon us, Hillsborough Superintendent Addison Davis said the district is scrambling to fill nearly 700 teacher vacancies along with 670 bus drivers and other support personnel.
Financial issues led the district to ask voters to approve a property tax increase.
